Same issue for me and once I select Manage numbers it shows this:
So I assume this can't be changed by yourself.
It is very weird as I have been the account holder and payer for years, in fact I can view and pay bills, view the usage, buy adds-on, but I can't upgrade. This really needs to be fixed,

If you give us a call on 150, the team can update the account for you to upgrade and show as the account holder online 🙂
