So when I check my EE and try to access some features it doesn’t allow me and tells me that only the bill payer has access to. I am the bill payer, the phones under my name and so is the contract

I'd recommend getting in touch with our Customer Care team about this.
They will be able to update your account to show you as the bill payer.
