Can’t make call in uk to slovakia

I tried to ring a hotel in Slovakia and received a recorded message saying calls to this number are barred from this device. Why?

Can you call other Slovakian numbers? Is the message being spoken by a Slovakian, or is it a UK-EE voice?

If it's a UK voice, I would suspect your international call bar is active which needs CS to lift. If it's a Slovak voice, I would suspect a problem with the specific number you're calling.
