I have an EE SIM only 2-year contract that ended 4 months ago. I am billed monthly now. I wanted to switch to pay-as-you-go and keep the same number. I'm out of the UK and don't have the means to call the help desk in the UK. Is there a way to go about this? TIA

You can contact EE-CS and request a 30day notice cancellation of your pay-monthly plan with migration to PAYG once that 30days has expired. That notice can either be given by phone or letter. If you have access to a web-calling app such as Skype, then use +44 800 9566000.
The issue you will have, is that you will then have a new PAYG SIM which needs to be first used in the UK before roaming is enabled for use abroad - thus it will stop working. It will be subject to the PAYG hibernation policy which requires chargeable usage at least once every 179days to avoid being suspended.
