I have been a longstanding EE customer for may years. I have in the past upgraded my phone by telephone. Yesterday, I went to my local EE store to upgrade my phone and the contract on offer wax £41.00 pcm. I accepted the offer. When I went home, i telephoned EE who said they could offer the same phone for £28.00 pcm. I went back to the shop today and was told shops do not offer a 14 day cooling off period so I cannot return the home. Please advise where I stand with this as I am disappointed that the shop cannot offer the same discount as over the phone.

You stand as the store said. When buying from an EE retail store you have no statutory 14-day cooling-off period. That only applies when "buying at a distance" online or by phone.

At the risk of being blunt, you were presumably happy enough with the instore offer to accept it. It is much better to compare prices to ensure you're happy with what you're being offered, before agreeing to a contract.
There are pros & cons of buying online versus face-to-face in a retail store. Online sales come with some additional statutory return rights, but retail stores offer the ability to physically handle goods. The lack of ability to do this, is why distance sales come with some additional legal protections.
