I’ve had my phone contract with EE in my mums name since I was 18 (money comes out my bank account) my contract term has ended and I’m now looking to buy a new phone outright and go onto a sim only deal but keep the same mobile number with EE. How do I go about keeping my number and start a new sim only contract with EE in my name? Do you need to buy phone outright with EE or can I buy elsewhere?

EE will not transfer mobile numbers between pay-monthly accounts, that's classed as an upgrade.
You need to split this into two separate parts
1: Perform a legal change of ownership via CS, such that the phone is in your name and you're responsible for it. See "transfer to a friend, colleague or family member" under https://ee.co.uk/help/profile/manage/change-my-account-in-the-case-of-a-life-event
2: Request a change of payment plan via EE-CS, onto whatever SIM-only plan you choose. You can either do this via the "upgrade now" links on your myEE online account, or by contacting CS. Then buy whatever phone you want, from wherever yo want it - and put your existing SIM in your chosen phone.
If you were to purchase your chosen phone on a new contract, it would come with a new number which cannot be transferred across.

The current owner, your mum, of the contract wishing to be moved needs to call CS with both of you available on the line to effect a change of ownership. The other person, you, will need to pass a credit check. They will then be paying for that contract. If you can't do it together CS will give the current owner a password for the other to quote when they call.
After which you are free to upgrade to SIM-Only & buy a phone outright from anywhere.
