Third party bar

I am on contract with ee and have just set a spend cap of £20 which I haven't reached yet. I keep trying to enter a competition and keep getting a message saying there is a third party bar I have phoned ee twice and have been told there is not a third party bar on my account but I still can't enter the competitions does anyone know how to stop this happening?
