Did you mean:

Someone has set up contract to my address

As the title says.
I have my own EE contract and am the only person in my household with an EE account so don’t take a second glance at any post with EE on the envelope.

However today I have opened a bill in someone else’s name using my address stating it is their first contract bill.

How do I get this contract to not be at my address?

What's it a contract for? The bill must give some clue.
