Welcome to the EE Community, @fmh22 😊
There isn't a dedicated EE app for Windows 11 or any other desktop operating system, it's purely on iOS and Android.
You can still log in to check your account details via a desktop browser though, just head over to myaccount.ee.co.uk.

So just to be clear - EE no longer offers bill downloads via its website, only via a mobile app.

Belay that, you can view bills under Manage > View bill, here:
https://ee.co.uk/bills-payments/mobile/your-bills
You may need to verify your ID using the app first!

@fmh22 you can access your account via the web browser. You’ll find that no network has an app for a PC as you have access via the web browser.
