Why have I been restricted ?

My bill was over due I have just paid it over the phone and is still not letting me make phone calls

Why is it saying I’m restricted

As @bristolian has mentioned it can take up to 24 hours for services to resume after paying an overdue bill.

Hello @Gabbies 

If you have been restricted that means you haven't paid your Bill for the Month.

To get your services working again you need to pay the overdue amount and will take upto 24 hours before they resume.

@Gabbies  Because you broke the terms of the contract with an over due bill.  It takes up to 24 hours to disconnect you so it takes up to 24h to reconnect you.   Just because a payment has been made it doesn’t mean your service will resume that moment.
