Charge to bill

Can anyone help please? I am trying to add my mobile number for charge to pay with my Apple account but it just says there may be a billing issue with your mobile provider but I don’t have a spend cap or anything on my account?

Is the number that you are trying to use on a pay monthly contract or a pay as you go SIM?
