@Christopher1987   Can you explain what you mean by unlocked ?  A device doesn’t need to be unlock to make emergency calls.   If your device has been blacklisted that blacklist will not be removed until the reason why it was blacklisted has been dealt first.  

To contact EE Customer Services dial 150 From your EE mobile or 0800 956 6000 from any other phone.
