You would have to ring customer service to discuss this with them, as this is not customer service and only they can let you know, whether it is available for you..

To contact EE customer service dial 150 from your mobile phone or ring customer service for free using Skype or another phone: +44 800 079 8586 or +44 800 956 6000.

EE don't do social tariffs for BB. You'll need to look at BT, Sky, VM, Voda & others - see Cheaper broadband and phone packages - Ofcom
