On Pay Per Call (this is £5 per month unless you are offered something different) you pay for the calls you make.
On Unlimited Calls you can call as much as you like.
It is very much dependent on how much you will use it.
You choose one or the other, and can change your calling package or cancel it after 1 month as it is on a monthly rolling contract.

The Digital Home Phone package for Unlimited UK Calls is (or was, not up to date on current pricing to know if it has changed) £18 per month.
The formatting may have thrown you off in the post you're replying to, the £5 is referring to the service listed above it (Pay Per Call) - they are listed in the format of service and then price.

So if I pay £25.99 for unlimited broadband and including the £2 pay per call I would have to pay another £18 a month for UK calls? This is far higher than I was told when transferring over from Plusnet. Also, can I use voicemail or is that charged too?

@janerking : Pay per Call is £5 pm. It is a choice between that or £18 pm for Unlimited UK Calls. You don't pay for both; it's 1 OR t'other.!
