EE Switchover £300 cover

I'm am asking on behalf of a friend of mine.  My town has three different full-fibre networks (County Broadband, Lit Fibre/City Fibre, and Openreach network).  She is currently with County Broadband but is looking to leave (her contract ends in May).  Would she still be covered the £300 leaving fee cover that EE are currently offering, even though her broadband is on a different network?

Yes, the £300 offer is not conditional on the ISP you're coming from, but just the amount of your exit fees. You can claim this online @ Switch Broadband to EE and we'll pay your leaving fee. It will be applied as a credit to your EE bill.

It's not just ISP switching though, it's switching to another network.

@Rossby   did you read the link? EE will provide up to £300 on receipt of a final bill if you move to EE.

Offer terms

If you choose to switch your broadband, calls and line rental from another UK consumer broadband provider to EE, you'll be able to claim up to £300 towards the early termination charges you may pay to your provider for ending your agreement early, credited to your EE account. The offer applies to Consumer Broadband, TV package and Home phone termination charges only, it excludes other termination charges. This offer is by invitation only to new EE Broadband customers signing up to any EE Broadband or EE Broadband and TV.

The amount of the termination charges will be credited to your EE account within 28 days of us receiving your bill with the early termination charges. Excludes call and any excess data charges on the final bill. You must email your bill to switch-team@ee.co.uk within a period of 4 months of your EE broadband being activated to be eligible to receive your account credit. Offer excludes BT Group employees. Offer excludes termination charges from BT Group (BT, EE and Plusnet) products. There is no cash alternative to this offer. Other exclusions and conditions may apply. 

No credits will be applied in the first 14 days after your service starts. Customers who cancel their EE Broadband within 14 days of their service starting, or who do not provide their final bill within two months of their service being activated, will not be eligible for this offer.

The ISP is who you've got your contract with. The network just provides the plumbing on which its ISPs rely on. It is not your provider; your ISP is. Furthermore it is your ISP to which you will be paying exit fees, which EE offer to reimburse, not the network.

The network doesn't come into this consideration at all! This is purely a business transaction between customers & their contracted suppliers.
