Cannot dial out on landline but can receive

Part way through dialling a number .... I get a continuous, dial?, tone.
The number being dialled can be either a landline ( even 0800 ) or a mobile number,
Incoming calls can be received.
There is no P/T switch on the phone.
Any guidance please?

Try dialing 1470 17070. Do you get a dial tone? Does that connect? Does it announce your correct no.?
Is the BB working OK? At usual speeds?

Try just the 5 digits, 17070. I prefix by 1470 just in case you withhold no.

sorry my reply was unclear.
The original problem is unresolved.
When I dialled 17070, my landline number was read back to me; then a list of possible tests.
