Iam due to take over the line in my current property on the 18th of august as the other person did not cancel there service iam trying to use the smart hub in the mean time but it won’t allow me to as I think it’s still picking up the others persons account it I know there services have been cut off for none bill payment as they have told me this

It's not working simply cuz the line has been suspended due to the previous owner not paying for it. You need to wait until your "go live" date comes around.
