iPhone 11 can’t be unlocked even though it’s way over 6 Months old

Whenever I try to unlock it I get 

This device can't be unlocked.

You need to contact the registered owner of this device to unlock it. it’s very annoying, I’ve already Switched to iPhone 12 and to want to give my iPhone 11 to my son who using a different service provider.
