Whi is my phone being returned?

Ordered a phone and non delivery. Tracking number 15500959089448. DPD says it being returned to consignor. Does anyone have a DPD number that I can call to be answered by a human

If they have attempted to deliver then they will send it back to EE DPD won't hold onto it.

DPD website will have all their contact numbers

No. The status says REFUSED . I was in all day

Are you in a block of flats? Did he contact correct door?

EE are refusing to return my phone. They have effectively stolen it. A few days ago I spent £7-00 to ensure next day delivery. The warranty will soon have expired at this rate. 

Is there anyone I can contact or phone to get an answer? I'm certainly not going to waste money writing again.  Can someone suggest anything please? Thanks AP
