What can I do when a phone is sold then blacklisted and the seller makes a claim

I bought an iPhone 11 from shpock and paid by bank transfer, the phone working fine the day I bought it then a few days later the device was blacklisted I texted the seller who eventually had the phone taken off blacklist only to have it blacklisted again a few weeks later. I believe this was an insurance scam but who can I report this to who will take it seriously and act upon it as EE don’t seem willing to and I can’t imagine the police to be that concerned about it either. 
Can anyone offer any advice ?

EE will only deal with the original owner.
