Varying results on iPhone being blacklisted, and how can it be undone?

I bought a sealed iPhone 12 Pro Max off eBay, but my SIM isn’t working in it. It says No Service. I’ve had both a blacklisted and Clean result from IMEI checkers, and the seller isn’t suspect and I’m in contact with them, with them having offered to give me a full refund and pay to send it back to them. So I think it is blacklisted but I’m not positive.

 

Is there any way to unblacklist it?

@Bentarr1  if the device is blacklisted EE will only unblack list a device for the original owner, if it is blacklisted the chances are the device been reported lost or stolen and EE will not remove a blacklist on the device for you as you are not the original owner.
