I have a fixed modem serving WiFi in a house. I buy data on PAYG and get an extra allowance of 100 texts when I top up. Can I send or read texts with a Windows 10 laptop or a mobile phone on a different number?

You don't need to disconnect from the Net to access your router. Its features are running all the time.
Login to your MBB router at http://192.168.1.1 and, as this is your 1st time, choose an admin pwd & remember it for later times. Then navigate to the Advanced / SMS section to use its text facilities for both sending & reading..

You can't send the texts from a different number but most 4G/5G routers allow you to send texts in your web browser from the admin interface. Which router are you using?

I found this help page on the TP-Link website that explains how to do it. Could you give it a go and let us know if it works?

Thank you. That looks promising but it is taking me some time to work out how to access the administrator account without disconnecting from the internet. The basic functionality appears to be there but I need to develop a procedure I can use with my particular hardware. If I succeed, I will post my conclusions.

You will not need to disconnect from the internet in order to access your router's management GUI. You simply need to make a wifi connection to the router and need to know the IP address of the router on your local network/subnet (it's likely you can also find this as the gateway on your connected device, such as a laptop or mobile).
The reason you are able to access your router even with an active internet connection is because the router is configured with its own private subnet for serving devices within your home and this private subnet will not clash with anything routable on the internet. Typically your router acts as your gateway to the internet and will apply NAT to hide all your other devices behind a single IP address (historically this IP address has been an internet routable public address but more recently CGNAT has been more common and the IP address your router receives is not routable on the internet).
I'm in the process of leaving a service provider whose name is also a number and they have different APNs, some using CGNAT and one (possibly more) providing an internet routable IPv4 address. I've moved to my current service provider, who shall not be named, and I believe its SIMs use CGNAT for internet/data access.

Thank you everyone! I am sorry to have been so slow to respond but I am working from a difficult site with no phone reception and access to my EE modem is only through a separate WiFi router because both are tucked away under floorboards and accessible only with a lot of effort. When I first tried to follow the advice here and log in to 192.168.1.1 from a tab in my Chrome browser, I got a warning:
"Only one device can log in at a time. Do you want to continue and force the other device to log off?"
I did not quite know what "device" might be forced off so I had to wait until I thought it was safe, but it was and it worked!
