I have received a bill from EE and do not have a device, so can not get through to accounts to discuss it

Are you saying that you don't have a working mobile? If so, you can call EE C/S on 0800 0798586 from any working phone.
Or that you don't knowingly have any services with EE, but have received a bill for them?
