How to activate international calls

Hello.
I have a pay-as-you-go Simcard and I didn't activate it when I was in the UK, how can I activate it while I'm abroad?

Thanks for coming to the community. 

I am sorry you would need to activate the SIM card in the UK on the EE network before this could be used abroad. 

This will activate when you return to the UK.

Thanks for your reply, I just figured out that I can receive SMS, does it mean that my simcard is activated?

If yes, how can I send an SMS or make a call?
