Welcome to the EE community
I suspect the answer is going to be "they can't", as apps are installed and controlled from your phone's menus - and only you have access to these.
However, if you can confirm what you mean by moving apps, the community may be able to advise further.

Are you currently using an Apple device?
If you are once you log in to your Apple ID on your new phone your apps should transfer over automatically for you.
All you need to do is follow these steps:
- Turn on your new iPhone and follow the setup instructions.
- On the Apps & Data screen, tap "Restore from iCloud Backup."
- When your iPhone asks you to sign into iCloud, use the same Apple ID that you used on your previous iPhone.
I would also recommend backing up your old phone so all current data transfers. You can back up your device by following these steps:
- Go to Settings > [your name] > iCloud > iCloud Backup.
- Turn on iCloud Backup. iCloud automatically backs up your iPhone daily when iPhone is connected to power, locked, and on Wi-Fi.
- To perform a manual backup, tap Back Up Now.
