We have upgraded our daughters phone (Phone not From EE) as she was at the end of her contract.
it arrived on Tuesday, and we set it up, but as of today we still cannot call her new phone as her existing number has not been moved to the SIM card supplied.
How long does this take ?

Will your daughter's existing SIM fit in her new phone? If so, put it in and off you go.
If it doesn't, and she needs to use the new SIM - has she activated it yet? Read this help page and use the online form linked under point 2.

Hi, we did all of this and it reverts back to the number on the new sim.

Sorry I'm not clear what you've done.
Are you using her existing SIM in her new phone?
Or have you tried to activate the new SIM and it's not working?
