Have you owned an iPhone before. If you have, the info you mention will be your Apple ID (basically the details that you need to use the AppStore, iCloud and other Apple services).
Enter these details and then go into Settings/scroll down till you see the Face ID & Password section and select it.
The rest of the steps (scanning of the face etc) will be shown on the screen. It's a very easy process to scan the face and you will be shown exactly what you need to do.
If however you have not owned an iPhone before, you will need to create an Apple ID. But you may get prompted on your iPhone the option to create one. If not, then follow the details on the below website.
