I have a iPhone SE that I purchased direct from EE as a contract a number of years ago. My son has been using it as EE pay as you go since my contract ended.
we have now requested to unlock the phone but have received a response stating that it can’t be unlocked.
Any ideas why this would be and if there are any other options to unlock?

Was this phone purchased corporately for a firm? If so, only the firm's a/c holder may unlock it.

No it was cooperate, I purchased myself as my personal phone.

Our Mobile Care team have access to your account and should be able to find out why it hasn't been unlocked.
