Unfortunately, EE only do contracts for cellular watches. If you want one without cellular, then you can get it via Apple and pay it off monthly, Apple offer this opportunity. With EE, even if you do not want use cellular, you still have to pay the monthly charge if got from EE, as they all come with cellular.
