I just changed my billing date from the 21st of each month to the 31st, will that take effect this month meaning I won’t pay until January 31st, or would it take until February 31st for effect?

If your new bill date is after your next regular bill:
- you'll be charged the full month in advance on your next bill as normal
- your new bill is then produced on the new date
- you are credited for any days you were already charged which fall after the new date
- you are charged for your full month's service from the new bill date

You can't have a bill date beyond the 28th of a month. Otherwise it makes a nonsense of Feb & 4 other months.
Do you really mean you've change your payment date to the 31st? In which case your billing date will be on about the 24th (which is possible).
