Apple Watch & Cellular Options

I have had my Apple Watch for 2 weeks now, (series 7) but I cannot activate the cellular plan, All I get when trying to activate is a white screen telling me to wait 4 hours for it to activate. this has been going on for 2 weeks, I have spoken to a level 1 tech, who referred me to a level 2 tech, who referred me to a level 3 tech... still waiting. So what are my options? can I return the watch? can i get a discounted monthly price? why should i be paying for cellular if i cannot activate it?

@Rutledge58  You’ll not get a discounted plan you might get a part refund for the amount of time you’ve had the watch.     You need to customer services and request to speak with the Apple Watch team.

More than 2 weeks has past and still no one can connect my apple watch plan to my phone, 3 tech teams have called, but tell me the same thing yet still i wait... so far I have been very Patient with all the calls and waiting, but now that has run out. I pay 200 pounds a month to EE, and I am getting nowhere, time to move and i don't care at what cost.

@Rutledge58  Have you factory reset the Apple Watch and tried again ?  

 If you decide to leave EE you’ll probably not have to pay off the Apple Watch you will need to return it through as it’s not worked correctly yet but you’ll have to pay off your iPhone contract to the minimum term date.   

just to add this sort of issue it’s just an EE thing it can happen on any network.
