I have a 4g phone and a 5g that has very little 5 g data both phones are on my account. Can i gift 4g data to my 5g phone to use the data on my 5g phone for the 5g mobile Internet

Yes, as long as both are under the same MyEE family a/c, not PAYG. They need to be to be able to gift data. See Gift Your Data and Set Controls .
To phone EE CS: Dial Freephone +44 800 079 8586 - Option 1 for Mobile Phone & Mobile Broadband or Option 2 for Home Broadband & Home Phone

Providing both phones are on the same pay-monthly billing account, there should be no reason you can't share data between them.
