If an Apple Watch is paired with a cellular plan and the iPhone is turned off, calls will be received on the watch. However, if the iPhone is off and an SMS is sent, will the message be delivered to the watch or will it remain on the server until the iPhone is turned on to receive it directly?

Upon asking this to officials here is the response-
Yes, I am sure. When an Apple Watch is paired with an iPhone and the iPhone is turned off, calls can be received on the Apple Watch if it has a cellular plan. However, SMS messages will not be delivered to the watch directly in this scenario. The SMS messages will be stored on the server and will be delivered to the iPhone once it is turned back on.
