iphone 13 set up update stuck

i have a new iphone 13, wish to transfer my information from an se. but it is stuck on software update, now my old se is stating no sim, so unable to call ee for advise. my se is saying keep this iphone near the new iphone?

New iPhone - lost telephone number in data transfer

Just moved from IPhone 13 to 15. completed data transfer and now have no telephone number and unable to make calls or send messages on new or old phone. Does anyone have my ideas.
