Why has personal hotspot suddenly been disabled?

I am a frequent user of the mobile hotspot facility. Suddenly and without reason, I get something about contacting EE to enable hotspot setup. This is causing me considerable inconvenience. What is going on?

Can you be more specific about what is happening when you attempt using the hotspot? Including the specific text of any error message.
In addition, can you use mobile data on the device itself?

Mobile data is working fine. The message says:
Set Up Personal Hotspot
To enable personal hotspot on this account contact EE.
Since I am overseas that is not overly straightforward. And morebto the point, bloody annoying. And WHY?

Your being abroad, not mentioned originally, may have something to do with this - although I'm not familiar enough with the FUP rules to advise further.
Which country are you in, and what is the result from texting BALANCE to 150?
