Do you need access to WIFI to transfer data?

just go a new iPhone 16 and need to transfer from my old iPhone 11.Is there a way round this?

@kiemolloy  Just hold onto be new device next to the old one with Bluetooth enabled on both.     It gives you this option on starting up the new device 

To contact EE Customer Services dial 150 From your EE mobile or 0800 956 6000 from any other phone.

Isn't there an Apple app that does this for you over Bluetooth?
