I have an undelivered package. I didn't receive a text message from DPD because it's impossible to receive. I can't track the text message on my iPad, and I don't have a PIN.

Your best bet would to be to contact EE directly: Contact Us | Help & Support | EE.
They be able to chase up the order and find out what's happening for you. It may also be worth tracking your order through the EE app or website as usually a tracking link can be found in there.
