iMessage activation unsuccessful

My iMessages and FaceTime is not working. It’s not activating. It says that an error occurred during activation. went over everything with Apple and everything is fine. They are asking me to contact my sim carrier and ask if my sim can send international texts. Anyone can help me please?

@kishmala  The ability to send international texts has got nothing to do with iMessage or FaceTime being activated,    iMessage/Facetine are Apple services and work via Apple servers.    Have you tried just restarting the device?  Are you connected to WiFi or cellular data when trying to activate?

Hi, yes I live in the UK and I’ve not changed any mobile phones. Few days ago, I took my sim out and put it back in because it’s been a month and my 4G wasn’t working. It was working just fine before but it’s been a month I’m having this issue because it keeps switching to 3G. So I took my sim out and put it back. I went to iMessage and FaceTime, it said waiting for activation. My iMessage and FaceTime was working just fine before I took my sim out. I waited a couple of days and it said An error occurred during activation. Then it started saying, activation unsuccessful. I spoke to people in Apple. But they told me everything was fine from their side. I even spoke to someone over phone and they told me to wait 24 hours and it will start working again. It been more than 24 hours and it’s still not working. They told me that I need to contact my carrier and ask them to verify my number with Apple. Then they said my carrier need to check if my line is allowed to be used on messaging and call services and if my plan included text and messaging services. After that they told me to ask my carrier id I can make international calls and send messages. I am so tired. I don’t know who to go to for help.

1 can you send and receive text messages? Can you make and receive calls ?  
2 in settings>phone does your number show correctly.  
3 are you doing this connected to WiFi or cellular data ? 
4 if connected to cellular data do you have a data allowance 

5 are you on contract or PAYG ?
