Iphone going straight to voicemail

My iPhone on EE doesn't received some calls. They either go straight to voicemail or the caller receives the message that the phone is unavailable. The numbers aren't blocked and I have reset all network settings.

Any ideas? It is driving me mad!

Are you connected to WiFi and using WiFi Calling?

It seems to happen in all areas and doesn't seem to matter whether I have Wi-fi calling on or not

This behaviour is consistent with either a do-not-disturb being set, or an unconditional "divert all calls"

If this only happens to particular callers, then test an incoming call with & without caller-ID.
