My husband and I both have numbers with EE, and I am the account holder. We want to add SIMs to our Apple Watches so they can work independently of our phones (a feature included in our EE plan); I managed to do it for mine, but unfortunately, my husband couldn't—he got an error message. “ Our system checks show that you aren't currently eligible to buy an additional line for this device.

There are a few reasons this happens. Call us on 150 and quote code 007 and we will look  ito it for you”

After contacting EE, I was told I have to wait a few months before I can add his watch to the account because there is a limit on how many devices can be added at once. Is that really the case? The representative didn't seem to know what she was talking about and couldn't help me at all, which is why I'm asking here. If that is indeed the rule, why did they sell me the service if I can't use it?

That is really the case, yes.

Paired Watch Plans are usually chargeable (£9pm), but those on Essentials Plus plans or higher are eligible for a 100% discount on these.

EE billing accounts have a maximum number of approved "lines" based on your account standing. Despite being "free" these still count as a line on the account, and if you were to change to an ineligible plan they would become chargeable due to the discount falling off.

If you are a new customer the approved number of lines is usually based on the initial credit check when applying, or for an existing customer this is based on your payment history and other internal criteria.

Since you are now an existing customer, any approval for additional lines would be assessed automatically and opened up if or when you meet the criteria as you pay monthly bills. It may then be possible to ask EE Customer Service to perform a manual check for approval for an additional line if this does not happen automatically.
