Apple Watch confusion in store

Been into local EE store. Wanted to add Apple SE to my plan and give the watch as gift. Had 2 staff say the person receiving the gift cannot use watch for calls and that I am the only one that can. 2 others have told me the person receiving can use it for calls if a plan is set up via their contract. Which staff are correct?

@Amcm1  It’ll be linked to your EE account if it’s on your account,  the watch is linked at account level to receive calls/text when your number is called.    So if you give the watch to someone they’ll receive calls made to your number.     It needs to be on the other person account so they receive calls made to their number.     Obviously you want to pay for this so you just setup a bank transfer to there bank account each month and pay it that way.

Great thank you. As I thought but EE store manager refused that as a reason for complaint even though 2 of their staff never informed me of that prior to sale.
