That could be caused by an account issue, a faulty phone or - as is a common reason - a lack of local coverage caused by a temporary network issue.
Do you know any friends or relatives locally who use EE - do they have similar problems? Check on https://coverage.ee.co.uk/coverage/ee under "check status"

Are you on PAYG or EE pay monthly contract?
If PAYG when did you last make a chargeable call or text?
What device do you have and did you get it from EE?
