Error code 0 with RCS to non-UK numbers on PAYGO

I have a new Pay As You Go line on a Samsung S22. Using Google Messages, my RCS shows connected. I am able to receive RCS messages from a US mobile that has RCS, and they can see the indicator that I'm typing, but when I send the message I receive an error code 0 message.
I topped up enough to cover my data for the month, and there is currently no remaining credit on this line, so I understand that I would definitely not be able to respond via SMS/MMS. But shouldn't I still be able to send messages to non-UK numbers over RCS since it's using data? Thank you for any advice.

Can you use the internet ok on the device?
Have you tried restarting?
Is content lock disabled?

Yes, data service is working fine and I have rebooted, but content lock is not disabled. I have not been able to pop into a store to have it lifted yet.

Have you tried when connected to wifi?
