Mobile broadband.. buy data…I have credit but cannot buy data ..

Credit on my account tells me I cannot buy data as on wifi .. and to switch it off.. switch wifi off.. STILL SAME !! EE being useless and NO HELP WHATSOEVER!! how the hell do I buy data ?
