Just received a scam call from someone pretending to be from EE offering 40% discount.
Said they were going to send me a PIN and I have to give them that number.
When they sent the text message, they sent it from the number where I get marketing EE messages, upgrade to broadband etc... how do they do this?

As has already been mentioned though the call itself is a scam, the text may be genuinely from us. If it was genuine the most likely scenario is they are entering your number on the website such as on the activate a SIM page, which will then trigger a one time PIN to your number, which they will ask for and with that will be able to take over your SIM.
That is why one time PINs generated by the website start off with the fraud warning that no one at EE will ever ask for the PIN and to end the call if somebody does, to help combat this type of scam.

@castlerock it’s called number spoofing.
You can report that number by texting CALL to 7726 (SPAM) then forward the number when prompted.

The text is genuine, that's why it comes from an EE number.
They want you to tell them the PIN so they can gain access. If anyone cold calls and claims to be EE or any other company and offers to save you money, it's a scam.
