Parental Controls still not working

I am currently waiting to hear back from EE after previously being told that I would get a response in 3-5 days but that was almost 10 days ago now. I am waiting for a call but I don't have much faith considering the problems others have had with this too which seems to have continued for months on end. I really need to block access to a few websites etc due to my brother who has autism and has been accessing websites that he knows he is barred from and has not put himself in a situation that he doesn't realise is dangerous (I can't go into it too far but it is bad) and I'm worried because he does nothing but go on games or talk to those people everyday, and he tries to do it all day long. I need to put barriers in place for his safety but EE Parental Controls aren't working, making this an ongoing and fruitless task. It is honestly just frustrating now.

On all devices. I have tried using the EE app multiple times to activate the parental controls and I get the same message "Couldn't activate parental controls. Try again." This has been the same ever since I switched. I never gave it much thought until recently after finding out what he had been doing for some months without telling me. The only thing that it does seem to do is block adult content despite not having access to turn that feature on or off but I'm glad that's there anyway. It just certain websites etc that he needs to be stopped on but every device that can access browsers and such can't be blocked.

Well sorry for not listing specific devices for you. All the devices that have access to things he needs to be blocked from include, Xbox series X console, Samsung android phone, and Meta Quest 2 VR headset. I'm not sure if it's possible to block anything on his VR set but it would be great as that is what he uses most of the time.
