I am getting hammered by a Russian bot doing a SMB:BruteForce attack. 

Norton is blocking the attack every time, but its every 15 seconds or so from the same set of IP addresses.  I can mute the warning from Norton but that just hides the problem.

Is there a way to block it higher up the chain?

It is a false positive. Search Google many reports over many years.

Norton is not all that good software in my view, gave up using it years ago.
