SIM-fraud, where an unauthorised third party tries to take control of someone's phone, by virtue of obtaining a replacement SIM, is one of the more common techniques in recent years. Having control of a phone gives criminals access to OTPs as a basic, thus SIM-replacements are rightly very controlled.

So far from "causing further hassle" as you put it, the measure is in-place for your protection.
