My SIM card is not working and I cant call out, is there any way I can contact EE via instant message online to get a new one?

In what way is your SIM not working? What makes you think you need a replacement SIM?

It is not registering on the network. I have taken it out several times over the last few weeks and cleaned it and its worked but its died a death now. Tried the usual turning off the phone, and turning on/off airplane mode but nothing works.

Is this happening in multiple locations or just one area?
There could be a local issue if this is area-specific, but if not - then you should contact EE CS from another phone to report the fault.
