SIM NETWORK PIN IS BLOCKED NOT LOCKED

When inserting new EE sim, it says SIM NETWORK PIN BLOCKED.  Enter SIM NETWORK PUC.

I have the PUC but still not working.

Any ideas ? As aware its saying blocked not locked ???!!

Have you entered the unlocking code from your old network when prompted?
